Missourians for Responsible Transportation [MRT] and our partners (BikeWalkKC–Kansas City // Local Motion–Columbia // Ozark Greenways–Springfield // Trailnet–St. Louis) advance transportation opportunities for Missourians.

Our mission is to be the leader in fostering strong communities by aligning advocacy efforts for streets, roads, and trails that work for all Missourians.

Jackson Hotaling (Director of Policy and Programs, 2021-present)

Jackson Hotaling expanded his leadership role in MRT as the Director of Policy & Programs, where he traveled across the state to build coalitions while learning about Missouri's transportation challenges and opportunities. This year, he worked to demonstrate statewide interest and need for Missouri to implement a statewide active transportation planning framework. He coordinated a broad coalition of partners, conducted extensive research, and represented Missouri's active transportation users as a member of the Executive Committee for MoDOT's 2026 Long-Range Transportation Plan update. With the growing momentum for active transportation infrastructure in rural and urban areas, Jackson is excited to advance advocacy for transportation options in 2o26.

Rikki Ascani (Community Engagement Director, 2025-present)

Rikki Ascani previously worked for Local Motion for over 5 years before transitioning her community engagement skills to the state level! Rikki worked on building the bridge between Local Motion's advocacy and the community's needs through their CoMo Livable Streets campaign, community leader programs, and building solidarity for transportation access with local organizations and coalitions. As MRT's Community Engagement Director, she has big shoes to fill building relationships and working with communities and Rikki is excited to get working to build a Missouri that works for everyone.

Cindy DeBlauw (Project Assistant, 2022-present)

Cindy DeBlauw supports MRT on a part-time basis assisting with the implementation of  Department of Health and Senior Service and University of Missouri Extension projects. The  most satisfying part of Cindy's job is working with a dedicated group of professionals across the state to make transportation safer and more accessible.

MRT began our second cohort of the MO DHSS-administered SPAN program, where we lead active transportation technical assistance strategies with community partners. This year, we continued our relationship with four southeastern MO regional planning commissions, and introduced four new communities to the project: Cabool, Doniphan, Park Hills, and Campbell.

Throughout 2025 and now in the project's third year, MRT hosted several trainings for the project, including convening our community partners in Poplar Bluff. The Cohort 1 communities (Birch Tree, Ironton, Hayti Heights, and Qulin) have completed their active transportation plans and are joining us in mentoring Cohort 2 communities as they begin community engagement efforts to create their own active transportation plans!

High Obesity Program [HOP]

Our HOP team coordinated Week Without Driving efforts throughout Missouri

MRT is also a technical assistance provider for the High Obesity Program, administered by the University of Missouri Extension. Similar to SPAN, this project allows us to support active transportation planning and capacity building in additional areas of Southeast Missouri.

MRT rolled out several community engagement projects in 2025, and we will expand on them into 2026:

  • Manufactured three additional Home Street Home interactive displays were manufactured for distribution to our partners in Columbia and St. Louis, as well as to MU Extension
  • Coordinated Week Without Driving efforts in rural Missouri and throughout the state
  • Drafted an Active Transportation Plan Toolkit and accompanying Active Transportation Plan Template, with the goal to coordinate with partners for statewide use
  • Began research on expanding additional Traffic Calming Lending Library materials to be distributed to a Southeast Missouri regional planning commission
  • Initiated development of a "train-the-trainer" Safe Routes to School program, with a planned training in Columbia for 2026
  • Expanded on Local Motion's We Move app, which will be available for both walk audit data collection and community storytelling

Advocacy for a Statewide Active Transportation Plan

MRT is advocating for MoDOT to adopt a statewide active transportation plan to address critical gaps in safety, funding, connectivity, and policy for non-motorized transportation across Missouri.

A Missouri statewide active transportation plan would:

  • Improve safety and accessibility for all users 
  • Align with federal and state policy goals
  • Provide a strategic, equitable, and cost-effective approach to transportation planning

We are now requesting letters of support from organizations to move this advocacy forward. If you represent an organization and support the need for a statewide active transportation plan, please write a letter of support. Letters will be consolidated and shared as part of MoDOT's 2026 Long-Range Transportation Plan update public comment period: open in March 2026.

Additional Statewide Planning Initiatives

Four 2025 statewide planning initiatives are making clear recommendations for active transportation, with more planning initiatives to be released in 2026. MRT has tracked these important plan updates, and we encourage stakeholders and the general public to stay engaged and push for proposed active transportation recommendations.

On December 18th, 2025, Missouri Complete Streets Advisory Committee hosted a series of four presentations to discuss these planning updates and how they impact active transportation in Missouri:

Active Transportation Recommendations

  • Public Works/Engineering Solution [p.48-49]:
    • Provide safer facilities and accommodations for [VRU] even if it is not the primary scope. Remember agencies are responsible for all modes of transportation—not just motor vehicles.
  • Metropolitan Planning Organization andRegional Planning Commissions Solution [p.50]:
    • Emphasize safety when prioritizing improvements among various modes of transportation, considering how increased multimodal alternatives and operational projects can reduce the likelihood of crashes.
  • State Officials and Agencies Solution [p.51-51]:
    • Consider an active transportation advisory committee to inform departments of transportation on alternate modes.

Active Transportation Recommendations

  • TM1.5: Establish a state funding source for bicycle/pedestrian projects, as Missouri currently has no dedicated state funding for active transportation projects.
  • TM6.3: Support local communities to create or implement active transportation plans and Complete Streets
  • TM6.4: Develop and adopt Missouri’s first Statewide Active Transportation Plan through MoDOT.
  • TM6.5: Advance legislative priorities that promote walkable communities, including a statewide Complete Streets policy, transit-oriented development policies, and the removal of parking minimums.

Active Transportation Recommendations

  • Obj. 2.2 [p.59]: Invest in diverse trail types
  • Obj. 2.3 [p.59]: Establish trails that connect to parks, downtown areas, business districts, schools, and neighborhoods
  • Obj. 2.7 [p.59]: Leverage RTP funding for projects to upgrade existing trails to meet ADA standards and improve overall trail safety and usability
  • Obj. 5.2 [p.61]: Partner with community, regional, and transportation planners to identify sidewalks, bike lanes, and alternative transportation corridors needed to connect residents to parks, and facilitate greater walkability/bikeability within communities

Rock Island Trail

MRT continues to lead monthly update meetings to coordinate advocacy efforts for Rock Island Trail State Park. New trail segments are making immense headway across the entire Rock Island Trail corridor. Ribbon cuttings for new trail segments and groundbreakings for future segments have been growing throughout the corridor, with more anticipated in 2026.

BikeWalkKC (Kansas City, MO)

  • Working with partners from Iowa, Michigan, Ohio, and Wisconsin, developed and published a report comparing Vulnerable Road User Safety Assessments across the Midwest.
  • Launched the “Look Out for KC” media campaign to bring attention to the issue of traffic violence in the Kansas City region. Garnered over 10 million impressions from a combination of social media, billboards, sidewalk decals and more.
  • Conducted our second Community Transportation Academy for residents in the Kansas City region. The ten-week course helped participants to better understand the region’s transportation system and ways to create change within it.
  • Worked with the Urban Institute to research how transportation access is key to advancing economic mobility in the Kansas City region.

Local Motion (Columbia, MO)

  • Hosted the first-ever Moving Missouri Forward Summit, which brought together transportation experts, local advocates, and community leaders from across (and beyond) Missouri for three days of learning, hands-on training, and movement building.
  • Organized Columbia’s second annual Week Without Driving, which drew more than 70 participants, including elected officials, and included both in-person and online events.
  • Continued to support grassroots advocacy with the Move the Community and Locals in Motion cohorts. One Move the Community member brought to fruition a long-envisioned park for pedestrians to enjoy, and Locals in Motion conducted Ward Walk Audits with City Council members to highlight the need for safer, more walkable neighborhoods.

Ozark Greenways (Springfield, MO)

  • Welcome Ben Tegeler! Ozark Greenways is excited to welcome longtime Springfield resident Ben Tegeler as its new Executive Director. Ben and his family—avid bicyclists, hikers, and outdoor enthusiasts—understand that trails are more than recreation. “Trails are essential infrastructure that connect people to nature, each other, and the places they want to go,” he said.
  • Community Mural Project: A heartfelt thanks goes out to artist Linda Passeri and her team, the ever-supportive Hatch Foundation, and the many volunteers who brought the Fassnight Creek Community Mural Project to life on July 19. The new mural now brightens the greenway trail under Campbell Street, adding color and energy to the neighborhood.
  • Chadwick Flyer Overpass: On July 17, the City of Ozark officially broke ground on the Chadwick Flyer Trail pedestrian overpass across U.S. Highway 65. This structure will provide a safe crossing while honoring the historic Chadwick Flyer Railroad route. The bridge is a key component of the broader Chadwick Flyer Trail, part of an expanding regional network that supports multi-modal transportation, outdoor recreation, and community connectivity. Once completed, this project will provide close to 12 miles of connectivity. The Crenshaw Trailhead has also been completed.
  • Wilson’s Creek Greenway / South Creek Greenway Gap: After nearly 30 years, the 0.46-mile connection between Wilson’s Creek Greenway and South Creek Greenway is finally moving forward—unlocking more than 14 miles of continuous trail through Springfield, with construction expected to begin in Spring 2026.

Trailnet (St. Louis, MO)

  • Six pop-up traffic-calming demonstrations in Ferguson, Baden, Dutchtown, The West End, North Pointe, and Kingsway East showed people what safer streets can look and feel like
  • 221 people attended nine bike education events, including maintenance classes and safety rodeos. 
  • 2,534 riders from 33 states came to 12 bike rides.
  • 1,945 new Buckle Up Phone Down pledges were signed.
  • We educated residents about Complete Streets policy at 56 neighborhood meetings and 173 grassroots education events.
  • Re-launched the Safe Routes to School program, starting with a School Mobility Action Plan for City Garden Montessori.
  • Celebrated the start of four new construction projects for safer street designs: Tucker Boulevard, Chouteau Avenue, Tower Grove Avenue, Vandeventer Avenue, and 7th Street.
