Important Survey: MoDOT's Long-Range Planning

Announced in a Missouri Department of Transportation press release, MoDOT opened a survey for their Long-Range Transportation Plan [LRTP] update. MoDOT will highlight these public comments within the Long-Range Transportation Plan update–currently underway–which will inform MoDOT's direction for the next 25 years. The survey is open until April 30th, 2025:

Now is the time to make the case to MoDOT that Missourians want transportation choice. Missouri's vulnerable road users–including those who walk, bike, use wheelchairs, and take transit–face major obstacles, and our state has an incredible opportunity to redirect our priorities with the LRTP update.

When taking the survey, consider this:

• MO reached it's highest-ever recorded pedestrian fatalities in 2024
• MO ranked at or near the bottom in several national reports for active transportation policies, citing the need for more statewide active transportation planning and support:
  • The Safe Routes Partnership ranked MO last for 'Safe Routes to School:' Safe Routes to School State Report Card [September 2024]
  • The League of American Bicyclists ranked MO second-to-last among 'Bicycle Friendly States:' Bicycle Friendly States Report Card [December 2024]
• MO has no dedicated state financial support for active transportation, and state-supported transit is facing cuts, all while federal funding for non-highway transportation is at risk

Furthermore, Missouri is one of four remaining states that have never developed a statewide active transportation plan. The LRTP update process is required to determine whether a statewide active transportation plan is feasible, so we encourage you to review our case for a statewide active transportation plan and consider these points in your LRTP survey response:

What did we learn from our previous survey?

The previous 2018 LRTP (our most recent update) also incorporated a public opinion survey, featuring more than 7,700 responses. The results demonstrated a clear ask by Missourians for more transportation options:

Safety is of critical interest to Missourians, in a state where 'vulnerable road users' are increasingly more likely to face death and injury due to traffic violence.

Transportation choice remains a priority, and Missourians thought it was more important to be "seeking new revenue for other transportation options" than to be "expanding the transportation system (adding new lanes, building new roads and interchanges)."

Increased investments in transportation choice can address the new goal from the 2018 LRTP update, "Improve reliability and reduce congestion."

The results were catalogued in the 2018 LRTP's Executive Summary (p. 16):
